What Is Urbanization?

Urbanization is the large-scale expansion of cities as populations migrate from rural to urban areas — converting natural lands, open spaces, and ecosystems into buildings, roads, and infrastructure. It is one of the fastest-growing drivers of environmental change in the world today.

In the Philippines, this process is accelerating at a pace that outstrips urban planning and social infrastructure. As cities sprawl outward and upward, the ecosystems that once bordered and supported them — forests, wetlands, open fields — are displaced. So too are the animals that depended on those spaces.

For stray cats, this is not an abstract issue. It is the loss of the places they shelter, the food webs they depend on, and the communities that once tolerated their presence.

02 — Current Status

Where Does the Philippines Stand?

The Philippines is one of Southeast Asia's fastest urbanizing nations. Metro Manila has reached a population density of 21,765 people per square kilometer, making it one of the most densely packed urban environments on the planet. As more Filipinos move into cities, the compounding pressure on urban ecosystems intensifies.

PETA Philippines has officially declared animal homelessness in the country a crisis. With an estimated 12 million stray cats and dogs nationwide as of 2019, and urbanization continuing to accelerate, the conditions for this population are worsening without systemic intervention.

My Analysis

The numbers tell a story that policy has yet to fully catch up with. A 55% urban population rate combined with a 1% annual growth rate means hundreds of thousands of Filipinos enter cities already struggling with density every year. The 43% slum rate reveals that urbanization in the Philippines is not organized growth — it is survival migration. When people are themselves struggling to survive in informal settlements, companion animals and strays are inevitably the first to be abandoned. The 12 million stray figure is not just an animal welfare number. It is a measure of how fast human displacement cascades into animal displacement.

In the Philippines specifically, the stray animal crisis will continue to worsen without urgent policy intervention. PETA Philippines and legislators have already flagged pet abandonment as a growing legislative concern — but enforcement remains weak and funding for animal welfare programs is minimal.

For stray cats, the trajectory is one of increasing pressure with decreasing resources: hotter cities, fewer open spaces, more competition, and less organized care. Without a change in how urban development is governed and how animal welfare is integrated into city planning, the population of abandoned and unhoused animals will only grow.

04 — Solutions in Action

What Can Be Done — And What's Already Working

Research and on-the-ground evidence point to three solutions that stand out as the most effective and sustainable responses to urbanization and stray cat welfare in the Philippines. Each addresses the crisis from a different level — policy, environment, and direct intervention.

Solution 01

Comprehensive Land Use Plan (CLUP)

Policy Urban Planning LGU-mandated RA 7160

What It Is

The Comprehensive Land Use Plan (CLUP) is a document formulated by Local Government Units (LGUs) in consultation with stakeholders that defines how all land within a territory is allocated, utilized, developed, and managed. Under the Local Government Code (RA 7160) of 1991, all LGUs are legally mandated to prepare and periodically update their CLUPs. The plan typically covers a 10 to 20-year planning period and is comprised of three volumes: the Land Use Plan and Policies, the Zoning Ordinance, and Sectoral Studies (including environmental assessments).

Current Status

As of 2024, the Department of Human Settlements and Urban Development (DHSUD) oversees and guides LGUs in CLUP preparation and updating. The CLUP Guidebook (Volume 3) has incorporated a ridge-to-reef framework, climate change adaptation (CCA), disaster risk reduction (DRR), and biodiversity conservation into urban planning criteria. The ASEAN Centre for Biodiversity has also set a target to increase green spaces in the five largest Philippine cities by 5% by 2028.

How It Helps

CLUP directly addresses urbanization by regulating where and how development can occur. By designating green buffer zones, open spaces, and urban parks as protected land uses, CLUPs legally prevent those areas from being converted into commercial or residential zones — protecting the habitats that stray cats and urban wildlife depend on. The zoning ordinance (Volume 2) is the enforcement mechanism that makes these protections legally binding at the local level.

Updated CLUPs of Philippine cities are vital for ensuring the proper allocation and maintenance of public green spaces. A national land use policy that harmonizes existing local land use plans and zoning ordinances is the recommended next step according to researchers at the University of the Philippines.

Effectiveness Analysis

CLUP is the most structurally powerful solution because it operates at the root cause level — land conversion. However, its effectiveness is highly dependent on political will, budget, and enforcement capacity of individual LGUs. Cities that regularly update their CLUPs and enforce their zoning ordinances show measurably better green space retention. Its sustainability is high because it is legally mandated and institutionally anchored. Its weakness is implementation gaps between planning and actual enforcement.

Solution 02

Urban Green Spaces (UGS)

Environmental Biodiversity Public Health WHO-aligned

What It Is

Urban Green Spaces (UGS) are landscapes consisting of vegetation within urban zones — parks, gardens, urban forests, green corridors, and vegetated open lots — that harbor rich biodiversity and support a range of ecosystem services. They are a key component of sustainable urban planning. The World Health Organization (WHO) recommends a minimum of nine square meters of green space per person within a 15-minute walking distance. Unfortunately, Metro Manila has been reported to have only about 5 square meters per person — well below the WHO standard.

Current Status & Programs

Research published in 2024 (Obanan & Buot, University of the Philippines) found that Philippine cities harbor endemic floral and faunal species within UGS, and that these spaces provide ecosystem services including pollution abatement, flood control, and climate regulation. However, UGS in the Philippines face serious challenges from rapidly changing demographic features and conflicting land use policies.

The ASEAN Centre for Biodiversity has set a target to increase green spaces in the five largest Philippine cities by 5% by 2028. Quezon City Circle is an example of an existing urban park that serves simultaneously as a recreational space and a biodiversity refuge.

How It Helps

UGS directly benefit stray cats and urban wildlife by providing food webs, shelter, thermal refuge from urban heat, and reduced human-animal conflict zones. Green spaces extend the ecological carrying capacity of cities — making it possible for managed stray populations (through TNVR/CNVR programs) to coexist within urban environments rather than being pushed out.

Beyond strays, UGS have documented effects on reducing Urban Heat Island temperatures, improving air quality, supporting biodiversity, and reducing community stress — creating conditions where communities are more likely to engage positively with stray animal programs.

Effectiveness Analysis

UGS are effective as an environmental buffer — they do not directly reduce stray populations but create the conditions under which stray cats can survive more humanely, and under which communities are more receptive to welfare programs. The challenge is that rapid urbanization actively works against UGS — land is more profitable when developed. Without CLUP enforcement, UGS are vulnerable to conversion. Their sustainability depends entirely on legal protection and political commitment, making them most powerful when combined with CLUP policies.

Solution 03

TNVR / CNVR Programs

Trap-Neuter-Vaccinate-Return Catch-Neuter-Vaccinate-Return Direct Intervention PAWS · CARA · Barangay

What It Is

Trap-Neuter-Vaccinate-Return (TNVR) and its Philippine variant Catch-Neuter-Vaccinate-Return (CNVR) are community-based programs designed to humanely manage stray cat and dog populations. Under these programs, stray animals are humanely trapped or caught, brought to a veterinary facility for spaying/neutering, vaccinated (including for rabies), then returned to their original location with an ear-tip mark indicating sterilization. More than 30 years of documented evidence shows that trap-and-kill methods have no lasting effect on stray populations, while TNVR/CNVR breaks the reproductive cycle sustainably over time.

Current Status in the Philippines

TNVR/CNVR is being implemented by multiple organizations across the Philippines, including the Philippine Animal Welfare Society (PAWS) through its KabaliCAT program, and CARA Welfare Philippines through its community cat initiatives. In February 2025, Cebu City's Department of Veterinary Medicine and Fisheries (DVMF) announced the intensification of its CNVR program to control stray dog and cat populations. In April 2026, Araneta City launched its "CoMEOWnity" program in partnership with CARA, featuring TNVR at its core alongside an adoption drive where all cats put up for adoption were taken in at the first event.

At the barangay level, Pasig City's Barangay San Antonio formalized a Memorandum of Agreement with CARA and Cats of Ortigas for structured CNVR implementation — including prohibiting pest control companies from rounding up CNVR-managed cats, and providing a free venue for seminars and community cat welfare orientation.

Evidence & Quantitative Results

Quantitative data from TNVR implementation validates its effectiveness. In one shelter-based study, an animal welfare organization in Albemarle County documented that stray cat intake dropped from 1,763 cats in 2011 to just 885 in 2023 — a nearly 50% reduction attributed directly to their TNVR program. A large-scale NIH-published study across six U.S. municipalities enrolled 72,970 cats over three years; results showed a median 32% reduction in feline intake, an 83% decline in euthanasia, and a 53% increase in live-release rates — demonstrating that integrated TNVR programs produce significant, measurable population reductions.

In a Philippine context, a two-day TNVR drive in Barangay Laiya Aplaya, Batangas resulted in 250 cats and dogs being sterilized and vaccinated, with trainers teaching local vets the flank method to speed up female sterilizations — building lasting local veterinary capacity.

Effectiveness Analysis

TNVR/CNVR is the most directly effective solution for stray cat welfare — it operates at the individual and community level, with measurable outcomes achievable within a single program cycle. Its core strength is that it works with existing holding capacity (the food and shelter that already attracts cats) rather than against it. Simply removing cats from an area never works — new cats always fill the vacuum. TNVR stabilizes colonies at a managed size and improves the health of remaining cats. Its sustainability depends on community buy-in, veterinary access, and barangay coordination, making civic engagement and education equally important components.

Synthesis: Why All Three Solutions Work Together

No single solution is sufficient on its own. CLUP addresses the root cause — preventing urban land from swallowing habitats. UGS preserve the ecological space that stray cats need to survive within city limits. TNVR/CNVR directly manages the stray population humanely and effectively. Together, they form a three-tier response: policy (CLUP) → environment (UGS) → direct action (TNVR/CNVR). Sustainable progress on stray cat welfare in urbanizing Philippines requires all three operating simultaneously.

Welfare for Stray Cats: Why It Starts with Urbanization

My personal advocacy is the welfare of stray cats — not just as an act of compassion, but as a response to a documented environmental failure. Stray cats in urban Philippines are not a random phenomenon. They are a direct consequence of how cities have grown without accounting for the living things displaced in the process.

Addressing stray cat welfare means addressing urbanization itself: how land is converted, how communities are supported, and how policy treats animal life as part of the urban ecosystem rather than apart from it.
